December 14, 2024 – In a recently heartfelt and illuminating discussion, I had the privilege of sitting with former Greensboro Police Chief David Wray. Our conversation delved into the challenges and opportunities surrounding public safety in our city. David shared not only his deep ties to Greensboro but also his vast experience in law enforcement, his reflections on leadership, and his hopes for the city’s future. Together, we explored how fostering a safer community is integral to the city’s prosperity and how city leaders can support that mission.
David Wray’s roots in Greensboro run deep. Raised in the southeastern part of Guilford County, David’s family has a history of public service. His father served as a deputy sheriff, his older brother retired as a fire captain, and his younger brother worked in the Department of Transportation.
David’s journey began in high school when he was elected student government president. After pursuing higher education while working, he embarked on a decades-long law enforcement career, culminating in his role as Chief of Police in Greensboro. His tenure was marked by his commitment to public safety and innovative approaches to policing, such as re-establishing the traffic unit to reduce preventable accidents and enhancing emergency medical response capabilities.
Our conversation underscored a critical theme: a safe community is prosperous. From reducing crime rates to ensuring the timely reopening of highways after accidents, David’s insights highlighted how public safety directly supports local businesses and enhances residents’ quality of life.
“Public confidence is the foundation of everything,” David emphasized. “Without it, you can’t move forward.” We discussed the importance of restoring trust in institutions, from law enforcement to city leadership, as a cornerstone of fostering public confidence.
Strengthen Public Trust in Law Enforcement
David stressed the need for ongoing community engagement and transparency. I plan to work with Greensboro Police to ensure quicker response times, better communication, and robust public outreach that directly benefits citizens.
Support Competitive Salaries for Officers
Greensboro has struggled to retain officers due to lower salaries than nearby cities like Burlington. David highlighted that competitive pay is critical for recruiting and retaining top-tier talent. I am committed to addressing this issue to ensure the city’s police force is well-supported, ultimately enhancing safety for all residents.
Focus on Downtown Revitalization and Safety
We highlighted challenges in downtown Greensboro, including safety concerns that deter families and visitors. I will increase police presence downtown and work with local businesses to create a vibrant and secure environment everyone can enjoy.
Address Hidden Crimes
From gang activity to human trafficking, David’s experience underscored the importance of specialized units to tackle these issues. I believe in allocating resources effectively and leveraging technology like surveillance cameras and real-time crime mapping to protect neighborhoods.
Innovative Approaches to Homelessness
Homelessness is a pressing issue in Greensboro. Inspired by Finland’s approach of providing housing contingent on mental health counseling and community contribution, I will collaborate with local hospitals and organizations to develop sustainable solutions prioritizing dignity and self-sufficiency.
Public Safety as a Community Effort
David and I agreed that addressing public safety is a collective responsibility. From engaging neighborhood associations to listening to residents’ concerns, I aim to foster collaboration across diverse groups to create a unified vision for Greensboro.

“Greensboro has done okay, but okay isn’t good enough,” David told me. “We need leaders who can see the possibilities and rally the community to achieve them.”
My campaign for City Council is built on the belief that Greensboro’s best days lie ahead. By prioritizing public safety, fostering trust, and addressing systemic challenges, I hope to honor the legacy of leaders like David Wray while paving the way for a brighter future.
